The worker wearing a straw hat doesn’t count because he isn’t wearing a yellow helmet. The worker holding his yellow helmet doesn’t count because he isn’t wearing his yellow helmet. The worker on the left wearing a red shirt does not count because he isn’t standing. Thus the answer, according to our best count, is: 17 Chinese workers wearing yellow helmets can stand in the back of a small truck.
